However, previous authors assume the existence of behavioural biases in freight transport which impede rational decision making. Hardly any research exists on behavioural biases in freight transport. To address this gap, we carry out a systematic literature review on the influencing factors of freight mode choice and provide empirical evidence for the occurrence of behavioural biases in the logistics sector. Fifteen logistics service providers and six shippers are involved in interviews and a focus group to understand their mode choice process and derive information on the existence of behavioural biases. Several biases showed to exist in the practical decision-making process. For example, decision makers tend to avoid complex options (principle of least effort), they stick to already tried and tested options (status quo bias, zero-risk bias) and they tend to make decisions based on immediate and easily accessible information (availability bias). These biases distort the demand for sustainable freight transport. Methods: From a methodological point of view, the contribution is twofold: First, an estimation of the overall freight transport in Europe is done. Basic statics, as available from countries and the European Union, are utilised to estimate the actual freight transport demand between NUTS3 areas in Europe. Second, the (theoretically) needed train transports are computed by finding the shortest route between two NUTS3 regions. If the capacity of the train network is reached on a specific strech, alternatives are searched. Results: To assess, where bottlenecks are, we used the European rail network (from OpenStreetMap) as well as intermodal terminals (provided by a project partner) for our computations. The results show that our approach is working. Therefore, this work estimates regional impacts of a connection utilizing innovative means of transport. The presented scalable method is not limited to a specific type or number of regions, but capable to estimate the impacts of large-scale transport networks covering a great number of diverse regions. The work contributes to quantitative transport network modelling, as it provides a method for the quantification of essential regional impacts, which can be incorporated into comprehensive transport network models. The applicability of the method is demonstrated with a real-life example.
